We Art center for orphan children and disadvantaged youth was opened in Narxoz University in Almaty. The Project was supported by The Bulat Utemuratov’s Foundation, the Fund allocated a grant in the amount of KZT 21 million.
WeArt is a platform for development of the creative potential of underprivileged young people. Creative space will not only be a source of talent, but will also help to adapt to a competitive environment.
Employees and mentors of the center are engaged in the selection of talented young people, their free training and employment.
“The aim of the project is to provide equal opportunities for education of goal-oriented young people deprived of parental care or who found themselves in a difficult financial situation so that as many as possible children who grew up in orphanages could get a creative education, a profession, and also be able to realize their talents” – said Victoria Tsay, Vice principal for strategic development, Narxoz University.
The center provides training for young people from 17 to 23 years old. Training lasts three months and is conducted in three stages.
At the first stage, center staff and professional psychologists help students to develop personal and creative skills. At the second and third stage, students develop technical and professional skills, and undertake an internship.
The first group of students is studying under “Digital & filmmaking” program. The course trainers are Dias Azimzhanov and Zhanel Sarieva who are professional directors, screenwriters, graduates of the New York Film Academy. Students will complete a digital marketing course. The center plans to open culinary business, industrial design programs and programs in other specialties.

This is a good opportunity for them to acquire not only relevant professional skills, but also personal qualities which many of them lack now,” - said Marat Aitmagambetov, the Director of Bulat Utemuratov's Fund.
According to Guli Zhakupova, the social worker of center, the number of unemployed youth has increased in Kazakhstan. 84 thousand people can not find a job. According to the Statistics Committee of the MNE of the RK, Almaty accounts for the largest number of unemployed youth - 16,200 young people, i.e. 19.3% of the total unemployed population at the age of 15 to 28 years in Kazakhstan.
“This rate of unemployment explains the increase in crime among Kazakhstani youth. Teenagers who do not see employment prospects and who are not socially adapted to life take the path of crime. Potentially gifted children can be lost to community due to the lack of development opportunities”- said Victoria Tsai. The Bulat Utemuratov’s Foundation was founded in early 2014. The mission of the Fund is to help Kazakhstan become the best place to live for people today and in the future by contributing to the development of healthcare, education and culture.
