Alik Shpekbayev said that if a manager himself reveals a corruption among his subordinates, he will not be held responsible.
Narxoz University’s anti-corruption experience is applied in government bodies and universities of Kazakhstan – said Alik Shpekbayev, Chairman of the Agency for Civil Service Affairs and Anti-Corruption at a board meeting.
“The President supported our initiative to impose personal responsibility on the CEOs for corruption of their apointees. I am convinced that this will be an effective prevention tool. Our position is quite clear: if the CEO himself revealed the facts of corruption and took comprehensive measures to prevent it, this will not entail any disciplinary consequences for him, thus, CEO will be interested in identifying and preventing the corruption” - said Alik Shpekbayev.
According to him, Almaty Narxoz University's experience is applied in the agency and in many higher educational institutions.
“If the Director himself or his assistants report on the facts of corruption, then, accordingly, the issue of punishment or responsibility with respect to the Director will not considered. But if such facts are revealed by the competent authorities and are systemic, then the Director will have to bear responsibility. It is necessary to work out the mechanism of personal responsibility and make the appropriate proposals to the Presidential Administration,” – concluded the Head of Department.
In December 2016, the principal of Narxoz University said that billions of money were allocated to some universities, but there were no point in it.
“A university which demands bribe for admission cannot be considered prestigious. There is no such example anywhere in the world. I am happy that we have completely rooted out corruption in Narxoz” said Krzysztof Rybinski
